ROLES OF THE LAA OFFICERS

THE PRESIDENT

The President is the figurehead of the County. He or she is usually nominated for election owing to their knowledge and experience in matters concerning archery.

The President offers advice to the committee that is drawn from Presidents knowledge and previous experiences.

The President shall hold office for three years and no individual shall hold the office for two consecutive periods.

Past Presidents shall automatically become Vice-Presidents for life on their retirement from Office.

THE CHAIR

The Chair is the head of the committee and  controls the conduct of each committee meeting.

During a debate the Chair will allow a balanced discussion , but will control the debate by calling for vote at the appropriate time if required.

Committee meetings are controlled by a formal agenda prepared by the secretary in conjunction with the Chair.

The Chair is responsible for determining the direction and policies of the County that are to be debated during formal meetings and forming part of the agenda for that committee meeting.

The Chair is part of the executive committee.

The Chair will be seen to represent LAA within the wider Archery community, and within the NCAS regional chair and secretary meetings , or to arrange a suitable replacement to attend on his/her behalf .

The Chair will act as a signatory for the LAA bank account.

The Chair will prepare before each LAA committee meeting a written report on matters relating to their role which have taken place since the last committee meeting, or have relevance to the meeting and submit the report to the County secretary for circulation to the committee.

Where the Chair has nothing to report the secretary should be informed of a nothing to report.

THE TREASURER

The Treasurer is responsible for the accounting and control of the financial affairs of the County.

The Treasurer banks and records all monies received into the County’s accounts, pays all debts and invoices accrued by the County by issuing cheques from the bank account or cash as appropriate.

The Treasurer will prepare, before each County Committee meeting, a financial summary of the County’s accounts together with showing predicted income and expenditure for the coming months/year.

The Treasurer should submit the report to the County Secretary, for circulation to the Committee.

The Treasurer will prepare a financial statement in November each year of the income and expenditure for the previous year to 30 September. This will include the amounts held in cash and in the various bank’s accounts held by the County.

The Treasurer will arrange for the Income and Expenditure Accounts with all receipts, Bank Accounts statements with all cheque books and paying in books to be passed across to the Approved Auditor in early October each year, for Validation of the Accounts to take place.

The Treasurer will identify a suitably qualified person each year to Audit the Accounts, and formally ask at the AGM that the person be approved to Audit the Accounts for the following year.

The Annual Financial statement will be submitted to the AGM for discussion and approval.

The Treasurer will act as a signatory to the County Bank Account(s).

The Treasurer is a member of the Executive Committee.

The Treasurer will recommend to the committee at the AGM any proposed changes to the annual membership fees for the following financial year, for discussion and approval.

The Treasurer holds and maintain stocks and a register of the County Tournament Medals, County Badges and Year Bars. The Tournament Medals to be issued, free of charge, to County Tournament Organisers. To advise the Committee when stocks need replacing, and will purchase additional stocks.

There is a Delegation of Authority on the LAA Accounts (below are the spending limits):

  • Up to £50, and within the remit of the roles of the treasurer – LAA Treasurer approval only required.

  • Over £50 and under £100 – LAA Treasurer and one LAA Officer to approve.

  • Over £100 – LAA Treasurer and two LAA Officers to approve, following discussion.

THE SECRETARY

The Secretary is the primary contact for all correspondence with the County’s Archery Clubs, Archery GB and any other source.

In conjunction with the Chair, the Secretary prepares the Agenda for each committee meeting and notifies the committee members of scheduled meetings. During a committee meeting, the Secretary will take minutes of issues discussed and actions agreed. The minutes of each committee meeting are prepared by the Secretary, circulated to the committee members and LAA Clubs, usually electronically.

The Secretary also prepares the Agenda for the Annual General Meeting (AGM) and any Emergency General Meetings (EGM) which may be called, and notifies all club contacts and direct members of the AGM/EGM at least 14 days before the scheduled date, accompanying the notification and Agenda with a copy of the previous year’s AGM. During an AGM/EGM, the Secretary will take minutes of issues discussed and actions agreed.

The Secretary is the only committee member who is formally recognized by Archery GB.

The Secretary will act as a signatory to the LAA Bank Account(s). The Secretary is a member of the Executive Committee.

The Secretary will act upon any general correspondence received and will either respond directly to enquiries or will forward them to the relevant persons.

The Secretary will have access to the Archery GB Sport 80 website.

The Secretary will keep, as far as is possible, accurate records of LAA Clubs and their contacts and a list of direct AGB members. It should be noted that this is highly dependent on Club secretaries and direct members providing current information and should not require the LAA Secretary to search for updates.

The Secretary will be expected to attend NCAS meetings or to arrange for a suitable substitute to attend on his/her behalf.

LAA TOURNAMENT ORGANISER

To be responsible for the Risk Assessment and Registration of any range not known to LAA – this should involve a site visit by the TO and the SPOC. If Dispensation is required, then consider an alternative venue. If this is not possible, early steps must be taken to have the assessment/dispensation in place in time to implement any changes necessary.

To ensure the host club has a risk assessment in place for the range and to confirm the range is registered with Archery GB.

Ensure the Range risk assessment is available for inspection prior to and on the day of the tournament.

To be responsible for ensuring that the necessary facilities, trophies and medals are provided for the tournament, any problems arising at this time should be brought to the attention of the Senior Officers.

To arrange collection of LAA Medals from the Supplies Manager, and to label the medals ready for the shoot. The cost for these medals is then deducted from profits made from the shoot.

To liaise with the SPOC re – judges for the days.

To set the dates for the tournament.

To liaise with the hosting LAA club, re field party, set up, catering etc.

To liaise with the hosting club re parking/facilities for disabled archers and VIPs (if required)

To apply to Archery GB for UK and World Record status, in the required time.

To ensure that the entry forms and tournament information is available, within a reasonable time, before the tournament.

Ensure entry forms and tournament information is available via the LAA website. (sent to the LAA Webmaster for posting)

Contacting the previous year’s winners, to ensure the trophies are returned (in time for the event) – where applicable.

To ensure that the entry forms:

  • have a closing date for entries.

  • explain that entries can be taken after the closing date, but that these archers will not be eligible to win a trophy/medal – however they will still be eligible for Rose awards, Classifications etc.

  • provide information on the make-up of ‘Teams’, if the shoot gives team awards.

  • provide specific information on age categories.

To provide the Scorer with a target list + AGB numbers at least 5 days prior to the Tournament.

To ensure that only licensed target faces are used, and that they all look the same.

To ensure that the field is marked out for each boss at the distances required for the tournament.

To receive the results from the scoring team and to submit them to Archery GB in the correct format, within 48 hours of the shoot. And to send a copy of the results to the LAA webmaster to be added to the LAA website.

To ensure that at the end of the shoot all present are informed of the results, in a timely manner.

To assist archers in applying for awards – eg. Rose, Tassel etc.

To ensure that monies are only to be spent on items/services needed for the running of the shoot. Any other costs to be submitted to the LAA committee for approval, prior to the shoot.

To inform any club that hosts an LAA Official shoot, that they may run a raffle, with all monies going to that club.

Trophies and awards will be presented if required, this will be overseen by any Senior Officers present.

Any concerns arising on the day should be raised with any Senior Officer, and a solution sought.

To ensure any old, damaged or defunct trophies are not thrown away unless agreed at an LAA committee meeting – in most instances the donator of the trophy will be contacted, given an explanation and asked if they wish to retain the trophy.

To submit a summary of expenses to the treasurer, from the designated bank account – including Judges and Scorer expenses and all host club fees (where applicable)

To liaise with the team managers (Senior and Junior), assisting with organisation of county matches in Lancashire.

LAA Clout - To ensure the Results of the Championships are collected, collated and sent to Archery GB and Andrew Neal (Tassel Award). To also ensure they are made available to participants and wider via the Archery GB and LAA websites.

LAA Clout - To support the Clout Officer in the promotion of Clout archery within Lancashire.

To attend the committee meetings, give feedback on the progress of the tournament, and submit a final report following the tournament – including a financial summary.

To ensure that any concerns about the tournament that are included in the TO Report, will be discussed at the next LAA meeting and a solution agreed.

The Tournament Organiser will prepare, before each LAA Committee Meeting, a written report on matters relating to their role which have taken place since the last Committee Meeting, or have relevance to the meeting, and submit the report to the Secretary, for circulation to the Committee. Where the Tournament Organiser has nothing to report, the Secretary should be informed of a “Nothing to Report”.

Expenditure List for LAA TO

The TO Report should include:

  • a full monetary report following any LAA shoot, detailing expenditure and income. This to be presented at the next LAA Committee meeting following the shoot, to enable Officers to ensure the validity of that shoot.

  • feedback on the progress of the tournament plans and schedules.

  • any concerns raised about the tournament or venue, so they can be discussed and a solution agreed. Eg. Requirement for a venue dispensation.

  • any additional information relating to the tournament that needs to be discussed.

CLOUT OFFICER

To advise and support archers and clubs within the county on matters relating to Clout archery.  To promote Clout archery by:

Liaising with club coaches re - introducing Clout archery to new and existing archers.

Coordinating the sharing of Clout facilities at LAA clubs.

Coordinating training sessions for interested archers within the county.

To support the Clout Tournament Organiser.

The Clout Officer will prepare, before each LAA Committee Meeting, a written report on matters relating to their role which have taken place since the last Committee Meeting, or have relevance to the meeting, and submit the report to the LAA Secretary, for circulation to the Committee. Where the Clout Tournament Organiser has nothing to report, the Secretary should be informed of a “Nothing to Report”. 

TEAM MANAGER (JUNIORS)

  • To maintain registers, participants details, any other relevant information.

  • To invite County juniors to squad training sessions, to organise venues, training sessions, coaches, contacts parents

  • To keep records of all income and expenditure.

  • To contact parents about all things archery.

  • To contact clubs to encourage junior archers.

  • To organise the junior LAA Championships – record status, entry forms, target list, results, venue, judges etc

  • To organise inter county competitions. To ensure payment of fees etc, to liaise with county treasurer.

  • To liaise withe the LAA T.O. in the organisation of county matches within Lancashire

  • To organise NCAS Junior Shoot once every 5 years.

  • To select teams for the above shoots and to attend to support the juniors.

  • To arrange for county team shirts to be available at inter county matches and to store these between times.

  • Liaise with treasurer re payment of bills.

  • To store all unissued trophies.

  • Issue suitably engraved bars and county badges to juniors who have been selected to represent the county.

  • To keep up to date with relevant AGB policies and procedures – particularly Safeguarding and GDPR.

  • To occasionally organise external specialists – eg. Pilates session

  • At present the training sessions are organised by Andrew Taylor – ie, warm up, cool down, what each session will focus on, what activities/games will be used, which coach works with which archer(s) etc.

  • The Junior Representative will prepare, before each LAA Committee Meeting, a written report on matters relating to their role which have taken place since the last Committee Meeting, or have relevance to the meeting, and submit the report to the Secretary, for circulation to the Committee. Where the Junior Representative has nothing to report, the Secretary should be informed of a “Nothing to Report”.

TEAM MANAGER (SENIORS)

 To organise teams for 3 county matches per each year (Being the 3 counties match with usually held in May, The National County Team Tournament in June and the 5 Counties Tournament in October).

To liaise with the Team Selectors to ensure that teams are picked for these matches in a fair manner and according to the county selection policy.

To act as liaison with the organisers of away shoots and to provide all information to the Lancashire teams and squad in a timely manner.

To organise and run regular winter training sessions for the Lancashire Squad along with any other training events as necessary.

To liaise withe the LAA T.O. in the organisation of county matches within Lancashire

The Team Manager will prepare, before each LAA Committee Meeting, a written report on matters relating to their role which have taken place since the last Committee Meeting, or have relevance to the meeting, and submit the report to the Secretary, for circulation to the Committee. Where the Team Manager has nothing to report, the Secretary should be informed of a “Nothing to Report”.

COUNTY COACHING OFFICER (CCO)

To advise and support coaches and clubs within the county on matters relating to coach training, progression, and archer coaching.  To liaise with the Regional coaching Officer (RCO), and ensure they are kept up to date on any courses in the county that the CCO becomes aware of. These could be – Beginners courses, Coaching improvement courses or general topic courses which would benefit Archers, Coaches and Clubs.

The CCO should liaise with the County Senior and Junior Squad Managers, to ensure all archers within the squad have access to a coach

To process the renewal applications by holders of Coaching Certificates within the County for Level 1 and Level 2 coaches, working with the county Coach Renewal Panel. County and above renewals are passed to the County Coach Renewal panel.

To facilitate, when asked by the RCO, the Organisation and running of an Annual Regional Coaching Conference within the county.

The CCO will prepare, before each County Committee Meeting, a written report on matters relating to their role which have taken place since the last Committee Meeting, or have relevance to the meeting, and submit the report to the Secretary, for circulation to the Committee. Where the CCO has nothing to report, the Secretary should be informed of a “Nothing to Report”.

 WEB MASTER

 To setup and maintain the Lancashire Archery Association website, the official ‘face’ of the LAA. This involves:

  • List of all current LAA/AGB clubs. This is carried out in coordination with the LAA treasurer/membership officer and is checked every autumn (October/November). The list of LAA clubs does change from year to year.

  • List of all tournaments in Lancashire, with entry forms and results (and often links to photographs of the event). Tournament organisers are given information about the preferred file format, e.g.: chorley_entry_2019.pdf, eccles_results.pdf. Every attempt is made to upload received files within 24 hours. An email is always sent to the tournament organiser asking them to check that the upload is showing correctly.

  • It is sometimes necessary for the web master to give advice to new tournament organisers concerning the formatting of tournament results. (If the results are to appear on the LAA website they should be to the LAA/AGB standard.)

  • There is a list of all LAA officers, officials, judges, etc., with contact details (after permission has been obtained: GDPR). This list needs updating on occasion.

  • The website has a news section: national/international achievements, rule changes, new judges, brief death notices, etc. (The LAA closed Facebook page is rather taking over this role, particularly with informal news and photographs.)

  • Links to local, national & international archery organisations. These links need updating on occasion.

  • There is information, including contact details, concerning LAA membership for individual members of AGB. This information needs updating on occasion.

  • Additional information that needs updating on occasion.

  • Attends LAA committee meetings.

The Webmaster will prepare, before each LAA Committee Meeting, a written report on matters relating to their role which have taken place since the last Committee Meeting, or have relevance to the meeting, and submit the report to the Secretary, for circulation to the Committee. Where the Webmaster has nothing to report, the Secretary should be informed of a “Nothing to Report”.

RECORDS OFFICER

To set up and maintain an up to date list of Senior & Junior County Records.

The records officer:

  • Receives and verifies county record claims by email.

  • Adds claims to the LAA records database.

  • Whenever a record is added to the database, the claimant is asked to check & confirm that the details are correct.

  • It is not the job of the records officer to seek-out records, but to await claims by email.

  • Prints out certificates which are given out at the LAA indoor championships.

  • Maintains the LAA records database, so that it is in synchronization with the AGB records database.

  • The Records Officer attends the LAA Committee meetings

The Records Officer will prepare, before each LAA Committee Meeting, a written report on matters relating to their role which have taken place since the last Committee Meeting, or have relevance to the meeting, and submit the report to the Secretary, for circulation to the Committee. Where the Records Officer has nothing to report, the Secretary should be informed of a “Nothing to Report”.

SUPPLIES MANAGER

Will hold, maintain stocks & a register of:

  • LAA Tournament Medals – These to be issued, to County Tournament Organisers – Senior and Junior, and to the LAA Club organising the LAA Introduction to Competitions Shoot. (Any spare medals to be returned to the Supplies Manager)

  • County Badges – The original LAA badges with hooks for the bars, for both new LAA team archers and Judges. These to be issued, when requested by Senior and Junior Team Managers and the SPOC.

  • New style County Badges – for purchase by the general archery community. (distribution to be discussed)

  • County bars – these to be issued, when requested by Senior Team Manager and T.O.

  • Medals for the Fred Dillon and Jean & Roger Stretton awards – these to be issued, when requested by the LAA Secretary.

  • Former Presidents badges and bars – the original LAA badge with hooks. A bar with the Presidents name and the year they took office. To be complete and inscribed so they can be presented to the outgoing President at the LAA AGM.

  • Bars for President and Chair ‘Ribbon of Office’. To be issued when a new President and/or chair takes up the post. To be engraved with the name prior to being issued.

JUDGE SINGLE POINT OF CONTACT (SPOC) FOR LANCASHIRE

To advise the LAA Committee on all matters relating to Judges within the County.

To assist LAA in appointing judges to County Events such as County Championships.

The SPOC will prepare, before each LAA Committee Meeting, a written report on matters relating to their role which have taken place since the last Committee Meeting, or have relevance to the meeting, and submit the report to the Secretary, for circulation to the Committee. Where the SPOC has nothing to report, the Secretary should be informed of a “Nothing to Report”.

LAA SAFEGUARDING OFFICER(S)

  • To be the lead for all club safeguarding officers within LAA

  • To keep up to date with all AGB (national) legislation and policies

  • To renew training every three years in line with AGB policy

  • To complete other training as necessary/required eg Time to Listen training

  • To hold Zoom meetings with club Safeguarding officers to share views, do ‘what if’ training and generally support each other.

  • To liaise with NCAS/Regional Development Officer – attend meetings as required

  • AGB Safeguarding And Protecting Children & Young People Policy

The Safeguarding Officer will prepare, before each LAA Committee Meeting, a written report on matters relating to their role which have taken place since the last Committee Meeting, or have relevance to the meeting, and submit the report to the Secretary, for circulation to the Committee. Where the Safeguarding Officer has nothing to report, the Secretary should be informed of a “Nothing to Report”.

SUPPORTING ROLES FOR LAA & OPEN CLUB TOURNAMENTS

ROLE OF THE SCORER

The role of the scorer is independent of that of the Tournament Organiser, however close liaison is required for the smooth running and benefit of the tournament.

  • To receive from the TO a target list, AGB numbers and any other required information - and where applicable, an awards list. This shall be done in a timely manner – approximately one week prior to the to shoot.

  • To set up the scoring system in the week prior to the shoot.

  • To input all scores received (from runners).

  • To provide figures for the leader board (if a leader board is in situ) at each change of distance at an outdoor tournament, and where possible at an indoor tournament.

  • To provide all guidance for the runners, as they will be part of the Scoring team.

  • To provide a full result sheet at the end of the shoot and present this together with an awards list (where required), to the TO.

  • For all Ranking Status events (WA1440 & 720s) – the results must be sent in the correct AGB format to the TO at the end of the shoot. (the TO needs to send the results to AGB within 48 hours of the shoot)

TERMS OF REFERENCE – FIELD PARTY

There are tasks to suit all ages and abilities. If you are not shooting in a competition then please come along and offer your help.

  • Putting up and taking down of bosses

  • Organising parking – including sufficient spaces for disabled archers

  • Moving bosses at distance change

  • Replacing/maintaining bosses during a shoot at the request of a Judge

  • Applying faces at correct height

  • Changing faces at Judges request

  • Removing arrows embedded in the wood when requested

  • Assist in finding lost arrows

  • Collecting running slips for scoring during a competition

  • Selling raffle tickets

  • In certain circumstances you may be asked to act as agent for a specific archer, scoring and collecting their arrows at the target and delivering them to the archer for the next end.

  • Delivering food or drinks to the Judges – (always good to keep them onside for your next competition!)
